Fourteen clubs is the maximum under the Rules. It is not a shopping list.
Cover the main jobs
A useful first set can include a tee club you trust, a hybrid, a few irons, a pitching wedge, a sand wedge, and a putter. A coach can help choose a smaller set that covers your likely shots.
Make it fit the person
Look for manageable length, weight, and grip size. Young golfers need clubs suited to their current size and strength. Cutting down a heavy adult club does not automatically make a suitable junior club.
Buy for learning
Borrowing, rental clubs, or a sound used set can be a sensible start. Add clubs when you know what distance or shot is missing. Spend some of the budget on learning how to use what you have.
